QUALIFICATIONS:
• Bachelor’s Degree in Social Work, Sociology, Human Services, Human Development, Public Administration or related field.
• Plus a minimum of 5 years of program management education and/or experience, or related education and experience.
• Must have a valid NYS Driver License, reliable transportation and be available for travel during working hours and occasional weekends.
GENERAL RESPONSIBILITIES:
The Director of Family and Community Services plans, coordinates, and implements program activities in the areas of family and community services, including staff development, technical assistance, quality assurance, and program management. Demonstrates integrity as evidenced by honesty, trustworthiness, respect of self and others, sincerity, and valuing diversity.
SPECIFIC RESPONSIBILITIES:
1. Leads and coordinates activities of the Family and Community Services functional area while serving as a communication link to the Executive Team.
2. Assesses and manages family and community partnership services to ensure overall quality and compliance with local, state, and federal regulations, laws and policies.
3. Implements sound financial management procedures including monitoring budget allocations, authorizing financial expenditures, and developing local resources to ensure that expenses do not exceed allocated funds.
4. Oversees and facilitates, in conjunction with the Head Start Staff Development Coordinator, training and professional/program development within the functional area and with other collaborative partners.
5. Collects, analyzes and reports program information and makes recommendations based upon the information gathered.
6. Develops and implements quality assurance activities including on-site visitation, program review, consultation, and follow-up.
7. Represents the agency and the program through public relations, task force activities and/or other inter-agency councils as appropriate or assigned.
8. Develops, or revises, and facilitates the implementation of plans, policies and procedures pertaining to the functional area.
9. Actively participates in collaborative and networking activities at the local, state and/or national level.
10. Follows a continuous plan of personal and professional growth, utilizing a variety of training opportunities and learning experiences.
11. Demonstrates pro-activity by taking responsible actions that are consistent with the agency’s mission and values of integrity, teamwork, commitment and respect.
12. Maintains confidentiality.
13. Adhere to relevant health and safety policies and procedures.
14. Performs other duties as they relate to the team approach of the Head Start Philosophy.
